Reduces the maximum preservice training hours required for potential foster or adoptive caregivers from 35 hours to 20 hours before verification or approval

Establishes new annual training requirement of up to 10 hours for caregivers prior to license renewal, covering subjects relevant to foster parenting and the needs of children in care

Annual training must be competency-based and tailored to the caregiver's license type or the unique needs of children placed with them

Foster parents who waive their daily reimbursement rate for foster care services are exempt from the 10-hour annual training requirement, though they may still be required to complete up to 5 hours of training to meet specific needs of children in their care

Effective date is September 1, 2025
