Increases the civil penalty for barratry (illegal solicitation of legal clients) from $10,000 to $50,000 per person who engaged in the prohibited conduct

Prevailing plaintiffs in barratry lawsuits remain entitled to recover actual damages and reasonable attorney's fees in addition to the increased penalty

Applies only to actions filed on or after September 1, 2025; cases filed before that date remain governed by prior law

Passed the Texas House 148-0 on May 6, 2025, and the Senate 31-0 on May 20, 2025
