Amends Section 262.302(a) of the Texas Family Code to clarify that designated emergency infant care providers may take possession of a child 60 days old or younger without a court order

Explicitly includes surrendering a child to a hospital employee immediately after giving birth as a valid method of voluntary delivery under the Safe Haven law

Requires that the parent did not express an intent to return for the child for the emergency possession provision to apply

Effective date is September 1, 2025
