Creates a reimbursement program through the Health and Human Services Commission to cover food delivery service fees for SNAP recipients who are 65 years or older or have a disability as defined by the Americans with Disabilities Act

Requires the commission to establish application procedures allowing recipients to request reimbursement online, by mail, or in person

Mandates that SNAP benefits themselves cannot be used to pay for delivery fees; reimbursements must come from separately appropriated funds

Authorizes the executive commissioner to adopt rules setting limits on total reimbursement amounts per recipient and the number of purchases eligible for reimbursement over a specified time period

Restricts reimbursement to deliveries containing only SNAP-eligible food items, and allows implementation to be delayed if federal waiver or authorization is required; effective date is September 1, 2025
