Establishes a grant program administered by the Texas Division of Emergency Management to provide mapping services for critical infrastructure facilities, specifically public/private airports on FAA charts and state/government military installations

Requires grant recipient facilities to provide emergency response maps to the Division and public safety agencies, along with facility tours to verify map accuracy

Emergency response maps must include floor plans overlaid on aerial imagery, labels for rooms, hallways, doors, and stairwells, plus locations of hazards, utilities, key boxes, AEDs, and trauma kits

Creates the Critical Infrastructure Emergency Response Map Fund as a dedicated account funded by legislative appropriations, dedicated revenue, interest earnings, and gifts/grants including federal funds

Maps must be compatible with existing emergency response software without requiring additional purchases and cannot be made available to the public; effective date is September 1, 2025
