Exempts services, programs, and activities supporting veterans or persons with disabilities from Texas higher education DEI restrictions, provided they are implemented without regard to race, sex, color, or ethnicity

Allows hiring of personnel and development of training specifically addressing the needs and rights of veterans or persons with disabilities to comply with state or federal law or grant requirements

Prohibits using the veterans/disability exemption as a basis to establish or maintain a DEI office unless explicitly required by state or federal law

Requires public institutions of higher education to include in their annual compliance reports: descriptions of veteran/disability support services, any changes or discontinuations to those services with explanations, and compliance efforts with applicable state and federal laws

Expands the Texas Higher Education Coordinating Board's biennial impact study to include data disaggregated by veteran status and disability status, with reports due to the legislature by December 1 of even-numbered years through September 1, 2029
