Expands tuition and fee exemption eligibility at Texas public higher education institutions to allow active duty members of the U.S. armed forces to waive and assign unused credit hour exemptions to their children, even if the service member has not yet been honorably discharged

Permits surviving spouses, guardians, or legal caretakers to assign unused tuition exemption credit hours to a deceased active duty service member's child, removing the honorable discharge requirement that previously applied

Requires the Texas Veterans Commission to prescribe rules and procedures for implementing these waiver and assignment processes

Applies to tuition and fees beginning with the fall 2025 semester

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
