Prohibits Texas public institutions of higher education from providing funding to student organizations that promote diversity, equity, and inclusion (DEI) initiatives

Defines "diversity, equity, and inclusion initiative" as any initiative providing differential treatment or special benefits to individuals based on race, color, or ethnicity

Student organizations lose funding eligibility if they adopt DEI-based policies, hold DEI-related programs or events, have officers dedicated to DEI promotion, or otherwise promote DEI initiatives

Allows aggrieved persons to file complaints with the Texas Attorney General, who may seek injunctive relief against non-compliant institutions

Takes effect for the 2025-2026 academic year, with immediate effect upon two-thirds legislative vote or September 1, 2025
