Prohibits school districts and open-enrollment charter schools from removing any library materials from their library catalogs

Requires districts and schools to create a restricted access list for certain library materials, developed in consultation with parents, teachers, and administrators

Mandates that materials rated as "sexually relevant" under Section 35.002(a) be placed on the restricted access list

Students may only access restricted library materials with written parental consent

Repeals Section 35.005 of the Education Code and applies beginning with the 2025-2026 school year
