Subjects nurses practicing in Texas under a governor's emergency waiver or disaster declaration to the jurisdiction and disciplinary authority of the Texas Board of Nursing, including potential disciplinary action

Establishes a process for expunging disciplinary records from a nurse's file if the nurse has completed all requirements of disciplinary orders or settlements and has no additional violations in the preceding five years

Prohibits expunction of disciplinary records for violations that directly harmed a patient, regardless of other eligibility criteria

Makes expunged records confidential, not subject to public disclosure under the Texas Public Information Act, and allows nurses with expunged records to state the records do not exist (except when responding to court orders or subpoenas)

Requires the Texas Board of Nursing to report expunctions to the National Practitioner Data Bank and authorizes the board to establish a fee to cover administrative costs, with rules to be adopted by December 1, 2025
