Requires the Sunset Advisory Commission to review operations and conduct forensic audits of two independent or consolidated school districts each review cycle

By October 31 of each odd-numbered year, the commission must select an education service center region and review the district with the lowest instructional spending per student and the district with the highest instructional spending per student within that region

By January 1 of each odd-numbered year, the commission must prepare a report identifying areas where districts do not effectively or efficiently use funds and that detract from instructional spending

Reviews may include recommendations on district governance, management, operating structure, and compliance with legislative requirements

School districts selected for review are subject to the same requirements as state agencies under sunset review but cannot be abolished
