Establishes the "Texas Agricultural Right to Repair Act" requiring original equipment manufacturers to provide parts, tools, software, and documentation needed to diagnose, maintain, and repair electronics-enabled farm equipment to owners and independent repair providers on fair and reasonable terms

Defines "fair and reasonable terms" as equivalent to the lowest cost and most favorable terms offered to authorized repair providers, including free documentation (electronic), free software tools without requiring internet access or authorization, and equivalent delivery timeliness

Requires manufacturers to ensure parts can be replaced without damaging equipment using commonly available tools or manufacturer-provided tools on fair and reasonable terms

Protects manufacturers from disclosing trade secrets except as necessary for repair access, and prohibits modifications that permanently deactivate safety systems, violate emissions or copyright laws, or enable other illegal activities

Makes violations enforceable as deceptive trade practices under Texas law, with the Act taking effect September 1, 2025, though pre-existing agreements take precedence over conflicting provisions
