Imposes a 5% fee on all remittance transfers (money transfers) sent from Texas to recipients located outside the United States, to be collected by remittance transfer providers from consumers

Creates the Border Security Enhancement Fund as a special fund in the state treasury, administered by the Department of Public Safety, to receive the collected remittance fees

Authorizes fund expenditures only for border security purposes including hiring and training border personnel and enforcement officers, constructing border barriers and infrastructure, and building detention facilities

Establishes civil penalties for providers who knowingly fail to collect the fee, up to the greater of $500,000 or twice the amount of the uncollected transfer, enforceable by the attorney general

Directs interest and earnings from the Border Security Enhancement Fund to be deposited into the state's Economic Stabilization Fund (rainy day fund), with the act taking effect September 1, 2025
