Requires training courses for independent school district trustees to be offered only by the State Board of Education or education providers approved by the State Board of Education, removing regional education service centers as providers

Prohibits the State Board of Education from approving any education provider to offer trustee training if that provider is required to register as a lobbyist or employs any individual required to register as a lobbyist under Texas Government Code Chapter 305

Registration for training courses must remain open to any interested person, including current and prospective board members

State Board of Education may charge a registration fee to offset training costs

Implementation deadline of January 1, 2026 for the State Board of Education to provide the required training under the new provisions, with the act taking effect September 1, 2025
