Adds "geothermal water conveyance" facilities and improvements to the list of authorized public improvement projects that can be undertaken by public improvement districts, including operation and maintenance expenses

Expands payment eligibility for improvement costs to include entities subject to the regulatory jurisdiction of the Public Utility Commission of Texas

Authorizes municipal management districts to include geothermal water conveyance facilities among their improvement projects and requires districts to bear costs for relocating such facilities

Grants water control and improvement districts and municipal utility districts authority to construct geothermal water conveyance systems for the conservation and preservation of natural resources

Authorizes fresh water supply districts to purchase, construct, own, operate, and extend geothermal water conveyance systems, and to issue bonds (payable from taxes, revenues, or both) for such purposes

Takes effect September 1, 2025
