Creates a new "certified complex care aide" designation allowing parents, legal guardians, or family members of children in the STAR Kids Medicaid managed care program to be paid for providing certain private duty nursing services in home settings

Requires certified complex care aides to complete commission-approved training programs meeting federal requirements (42 CFR 484.80), covering skills such as transferring, feeding, catheter care, medication administration, and enteral feedings, plus 10 additional hours of recipient-specific training provided at no cost

Limits certified complex care aides to serving only their related family member, caps reimbursable hours at 40 per week, and excludes tracheostomy care from permitted tasks

Mandates reimbursement to home and community support services agencies at no less than 90% of the licensed vocational nurse rate for private duty nursing services

Requires the Health and Human Services Commission to implement the program by September 1, 2026, with the act taking effect September 1, 2025
