Expands the unlawful transfer offense from "handgun" to "firearm" when transferring weapons to someone known to intend unlawful use or to a person with an active protective order against them

Creates a new restriction prohibiting the sale, rental, lease, or gift of firearms capable of accepting detachable magazines that use centerfire ammunition or have caliber greater than .22 to persons under 21 years of age, classified as a state jail felony

Adds a new offense for knowingly falsifying, altering, or misrepresenting documents to obtain or transfer a firearm, punishable as a state jail felony

Establishes defenses for transfers to persons under 21 when the recipient is a military member/veteran, peace officer, or completed a hunter education course at age 16 or older; also provides defenses for family gifts from parents/grandparents and temporary loans for hunting, sporting, or supervised use

Creates exceptions for firearm transfers necessary for official duties of armed forces members, peace officers, and other law enforcement personnel; takes effect September 1, 2025
