Allows parents, guardians, or subject-area teachers of students in any grade to request paper format administration for state assessments, with requests due by September 15 for fall tests and December 1 for spring tests

Permits school district boards to limit paper format requests under the optional provision to no less than 3% of enrolled students, with requests processed in the order received; this limitation cannot apply to students with disabilities

Requires the Texas Education Agency to develop an informational form about assessment accommodations available to students with disabilities, including paper format testing, which districts must provide to parents of such students

Applies beginning with the 2025-2026 school year, with school boards required to hold a recorded vote within six months on whether to impose the paper format limitation
