Establishes a 180-day residency requirement per calendar year for a person to maintain voting residence at a home address; residing fewer than 180 days means the person has left for more than temporary purposes

Exempts from the 180-day requirement members of the U.S. armed forces and their spouses/dependents, full-time students living on campus at institutions of higher education, and members of the Texas legislature or U.S. Congress

Prohibits persons with multiple residences from establishing voting residence at a commercial building or recreational vehicle

Allows voter registrars to accept a recreational vehicle as a residence if the person provides documentation showing that address on a valid Texas driver's license/ID, concealed handgun license, utility bill, or vehicle registration/tax documents

Takes effect September 1, 2025, and applies only to elections held on or after that date
