Defines "civilian oversight board" as a municipal board or office established to oversee, monitor, or investigate firefighters, police officers, or their departments, composed of public members who are not firefighters or police officers

Prohibits individuals convicted of or placed on deferred adjudication community supervision for a felony offense from serving on civilian oversight boards

Prohibits individuals convicted of a crime of moral turpitude from serving on civilian oversight boards

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
