Requires all Texas higher education institutions (public and private) to provide emergency alert system information in both English and Spanish to students and staff

Mandates power outage alerts be issued in both English and Spanish

Requires AMBER Alerts for abducted children and missing persons with intellectual disabilities to be in English and Spanish, including text messages and dynamic highway message signs

Requires active shooter alerts to be provided in both English and Spanish, including text messages and dynamic message signs

Requires Silver Alerts (for missing senior citizens or persons with Alzheimer's disease), Blue Alerts (for missing suspects), and Camo Alerts (for missing adults) to be issued in both English and Spanish

Takes effect September 1, 2025, with the Department of Public Safety and higher education institutions required to adopt implementing rules as soon as practicable
