Expands the types of supplemental environmental projects that local governments can pursue when settling Texas Commission on Environmental Quality (TCEQ) enforcement actions

Requires TCEQ to approve projects for local governments including: purchasing, operating, or maintaining alternative fuel vehicles (passenger cars, trucks, buses) and heavy equipment (tractors, bulldozers, loaders, motor graders)

Mandates that eligible projects also include constructing alternative fuel refueling infrastructure and providing energy efficiency upgrades to government buildings (HVAC, lighting, building envelope improvements)

Allows alternative fuel vehicle projects to include the entire cost of the vehicle and equipment, not just the cost difference between conventional and alternative fuel options

Prohibits TCEQ from requiring project contracts to be less than five years and requires that contracts be renewable for at least five-year periods
