Enacts the Audiology and Speech-Language Pathology Interstate Compact, allowing licensed audiologists and speech-language pathologists to practice across member states through a "compact privilege" without obtaining separate licenses in each state

Establishes eligibility requirements for compact privileges, including holding an active unencumbered license, passing a national examination, completing required education (doctoral degree for audiologists after January 1, 2008; master's degree for speech-language pathologists), and having no felony convictions related to practice

Creates the Audiology and Speech-Language Pathology Compact Commission as a joint public agency to administer the compact, with each member state having two delegates (one audiologist and one speech-language pathologist) from their licensing board

Authorizes member states to charge fees for granting compact privileges and requires criminal background checks including FBI fingerprint checks for applicants

Designates the Texas Department of Licensing and Regulation as the compact administrator for Texas and authorizes the Texas Commission of Licensing and Regulation to adopt rules for implementation, effective September 1, 2025
