Requires hospitals providing mental health or chemical dependency services to submit data on total inpatient psychiatric beds, disaggregated by patient age, online beds (operational and occupied or available), and offline beds (unoccupied and unavailable)

Directs the Health and Human Services Commission to conduct a study on psychiatric bed availability at state hospitals, other inpatient mental health facilities, and private facilities, with breakdowns by commitment type (competency restoration, civil commitment, not guilty by reason of insanity, voluntary)

Study must evaluate patient data from September 1, 2025 through August 31, 2026, including counts by age group (adults 18+, ages 12-17, and 11 and under), patients with intellectual/developmental disabilities, repeat admissions, and those reaching Medicare's 190-day treatment limit

Requires 10-year projections for additional psychiatric bed needs, including beds already funded or under construction, and workforce resources necessary to meet demand

Commission must submit a report with findings and legislative recommendations to the legislature by December 1, 2026; the study provision expires September 1, 2027
