Requires the State Board of Education to place innovative course applications on its agenda and consider them for approval when submitted by school districts or open-enrollment charter schools

Establishes a deadline for the Board to act on innovative course applications by the later of two dates: the end of the school year immediately following the pilot year, or one year from the application submission date

Adds new Section 28.015 to Chapter 28 of the Education Code (Subchapter A)

Effective date is September 1, 2025
