Requires the Department of Information Resources (DIR) to implement and maintain a content provenance system for visual, audio, and audiovisual digital content created and owned by the department and posted on state websites

Content provenance information must include the origin of content, modification history, whether content is wholly or partly synthetic (AI-generated), and if synthetic, the name of the generative AI provider that created it

DIR must embed content provenance into each piece of content and create a cryptographic hash for each piece stored in a secure database to verify content has not been altered

The system must be tamper-evident and publicly verifiable through accessible online tools or interfaces

DIR may provide technical assistance to other state agencies to implement similar content provenance systems; the system must be implemented by September 1, 2026, with the act taking effect September 1, 2025
