Requires hospitals and ambulatory surgical centers to offer patients any unused portion of topical ophthalmic medications (eye drops or ointments) upon discharge following surgery, if the medication was ordered within 24 hours before the procedure and prescribed for continuing treatment

Mandates that facilities providing unused ophthalmic medication to discharged patients must counsel them on proper use and administration

Allows health care facilities to reuse unlabeled topical ophthalmic medications from reserve stock or dispensing systems on other patients within 24 hours of the medication's initial provision

Covers prescription eye medications including antibiotics, anti-inflammatory drugs, dilation agents, and glaucoma medications

Takes effect September 1, 2025, and is officially cited as the "Topical Ophthalmic Medication Waste Reduction Act"
