Authorizes public libraries to use any available funds, including state money, to provide multilingual library services and resources for non-English or Spanish-speaking emerging communities

Targets the three fastest-growing emerging communities in each county, defined as ethnic groups with positive population growth between the last two federal decennial censuses

Permits libraries to offer online or digital multilingual resources and implement outreach plans to communicate resource availability to relevant communities

Adds new Chapter 338 to the Local Government Code under Subtitle C, Title 10

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
