Creates a 4% reduction in the total amount a school district must pay to purchase attendance credit under the state's public school finance system

Requires districts to submit a signed agreement to the commissioner committing to pay the full required amount by September 1 of the applicable school year to qualify for the discount

The 4% early agreement credit is applied after any other reductions the district may be entitled to under existing provisions of Chapter 49 of the Education Code

Effective date is September 1, 2025
