Prohibits breaking ground on state public land projects if the location or structures are listed in the National Register of Historic Places and the project would substantially change the historic or cultural character of the site

Requires the Texas Historical Commission to publish notice of demolition permit applications in the Texas Register at least 30 days before taking action on the application

Allows interested persons to challenge demolition permit issuance through a contested case process, requiring the permit applicant to prove by preponderance of evidence that demolition is in the public interest

Exempts buildings listed in or located on property in the National Register of Historic Places from certain expedited review procedures for state-owned buildings over 45 years old

Applies to demolition permit applications or demolition/renovation/alteration notices filed with the Texas Historical Commission on or after January 1, 2026
