Repeals Chapter 45 of the Human Resources Code, which previously provided "rights of conscience" protections allowing child welfare services providers to decline services based on sincerely held religious beliefs

Removes references to Chapter 45 from Health and Safety Code provisions that prohibited the executive commissioner from adopting rules or contract terms violating that chapter

Maintains the requirement that rules and contracts cannot violate Chapter 110 of the Civil Practice and Remedies Code (Texas Religious Freedom Restoration Act)

Preserves any causes of action or defenses that arose from conduct occurring before the repeal takes effect, with such matters governed by prior law

Takes effect September 1, 2025
