Establishes the Texas Veterans Achieving Self-Reliance Pilot Program under the Texas Veterans Commission to help service members and veterans who separated from the military within the last year, along with their spouses and dependents

Requires the Commission to solicit proposals from veterans service organizations to provide information and education on employment opportunities, housing assistance, mental health services, career training, and other essential services

Organizations must demonstrate experience working with service members or veterans in Texas and have access to military bases where they intend to provide services to receive funding approval

All services must be provided at no cost to eligible service members, veterans, and their family members

Commission must submit a report by October 1, 2028 evaluating the program's effectiveness with recommendations on whether to continue, expand, or terminate it; the pilot program expires September 1, 2029
