Authorizes commissioners courts in counties with populations exceeding 3.3 million to contract for outside legal counsel selected by a county official when that official or their staff faces a civil action or needs legal representation related to official duties

Applies when a county official reasonably believes the county attorney may have a conflict of interest in providing representation

Requires any settlement or compromise of an action against a county official or their staff to be approved by both the official and the commissioners court

Mandates that payments for outside legal services be authorized by the commissioners court and are subject to audit by the county auditor

Prohibits the county attorney from providing legal services related to any contract entered into under this new section
