Allows holders of brewer's or nonresident brewer's licenses to contract with each other for manufacturing services or alternating brewery proprietorships, expanding contracting options beyond just in-state brewers

Permits nonresident brewers to transport malt beverages into Texas from any of their out-of-state locations under a single license, eliminating the requirement for separate licenses for each location

Authorizes nonresident brewers to enter into contract brewing arrangements with Texas brewer's license holders

Requires nonresident brewers to be the "primary American source of supply" for a malt beverage brand to solicit, accept, or fill orders from Texas brewers or distributors

Directs the Texas Alcoholic Beverage Commission to adopt implementing rules and authorizes fee increases for certificates, permits, or licenses to cover administrative costs, effective September 1, 2025
