Requires certain municipal utility districts (MUDs) to conduct traffic impact studies before issuing bonds to finance road projects, applying to districts with eminent domain authority located in counties containing Cedar Creek Reservoir that border a county with 2.6 million or more residents

Traffic studies must cover all farm-to-market roads, county roads, state highways, interstate highways, and other public roads (including intersections) located inside the district or within one-half mile of district boundaries

Studies must project potential changes to traffic patterns and volumes resulting from the proposed road project, be completed before the land served by the project is platted, and be submitted to the commissioners court of each county where the district is located

Traffic impact studies expire after 2 years and must be updated if the original plat is revised or amended on or after the second anniversary of the plat submission date

County commissioners courts may waive these requirements at their discretion, and the law applies only to bonds issued on or after September 1, 2025
