Texas Department of Transportation, in consultation with the Texas A&M Transportation Institute, must conduct a study of county road and bridge construction and maintenance under the five systems of county road administration

Study must inventory which road administration system each Texas county uses, analyze average and median construction/maintenance costs for the 20 most populous counties in each system over a 25-year period (inflation-adjusted), and compare per-mile costs of completed road projects

Study must rank the five county road administration systems from most to least economical for taxpayers and explain the reasoning for each ranking

Study must identify unpaved or substandard roads in counties bordering Mexico, assess their impact on border security operations including law enforcement mobility and emergency response, and evaluate feasibility and costs of upgrading roads that significantly affect border security

Written report with findings and recommendations due to the governor, lieutenant governor, speaker of the house, and relevant legislative committees by December 1, 2026; the provision expires January 1, 2027
