Establishes the Rural Workforce Development Grant Program, administered by the Texas Workforce Commission in consultation with the Texas Education Agency and Texas Higher Education Coordinating Board

Awards grants to 501(c)(3) nonprofit organizations to provide technical assistance and support to higher education institutions and school districts in rural areas for workforce training and education

Requires grant applicants to demonstrate prior experience effectively providing workforce training support in rural Texas areas to address skills gaps and urgent workforce demands

Grant recipients must enter contracts with the commission ensuring the public purpose of improving rural workforce development is achieved and the state receives a return benefit

Commission must submit annual reports by December 1 to the governor, lieutenant governor, speaker of the house, and relevant legislative committees on grants awarded and program effectiveness

Takes effect September 1, 2025
