Authorizes municipal animal control authorities to seize and impound dangerous or aggressive dogs in a municipality's extraterritorial jurisdiction (areas outside city limits but within its extended boundary) until a court orders disposition

Requires a notarized affidavit signed by at least two residents from different households in the extraterritorial jurisdiction requesting assistance and alleging repeated attacks on humans, domestic animals, or livestock

Defines "aggressive dog" as one that makes an unprovoked attack on a domestic animal or livestock, causes bodily injury, and the attack occurs outside the dog's secured enclosure

Municipal animal control may only intervene if no animal control authority operates in the extraterritorial jurisdiction, or the existing authority does not provide for seizure of dangerous or aggressive dogs

Takes effect immediately with a two-thirds legislative vote, otherwise September 1, 2025
