Amends Section 12.1058(a) of the Education Code to classify open-enrollment charter schools as a "local authority" under Subtitle C, Title 7 of the Transportation Code specifically for the purpose of designating school crossing guards at their campuses

Expands the list of governmental classifications that apply to open-enrollment charter schools, adding this new designation as item (8) to the existing list of seven classifications

Applies beginning with the 2025-2026 school year

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers; otherwise takes effect September 1, 2025
