Requires the Texas Commission on Environmental Quality (TCEQ) to notify local air pollution control programs when an excessive emissions event occurs in their jurisdiction, at the same time the commission notifies the facility

Grants local air pollution control programs at least 30 days to provide comments on corrective action plans submitted by facilities for excessive emissions events before the commission can approve the plan

Allows the commission to disapprove a corrective action plan before the 30-day comment period expires, but prohibits approval until after the period ends

Requires the commission to provide approved corrective action plans to the applicable local air pollution control programs

Exempts comments submitted by local air pollution control programs from public disclosure under the Texas Public Information Act

Applies only to excessive emissions events occurring on or after the effective date, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
