Expands Texas Penal Code Section 21.165 from covering only "deep fake videos" to all "deep fake media," including any visual depiction created or altered using software, machine learning, artificial intelligence, or other computer-generated means

Redefines "deep fake media" as content that appears to a reasonable person to depict a real person indistinguishable from an authentic visual depiction, performing an action that did not occur in reality

Criminalizes knowingly producing or electronically distributing deep fake media depicting a person's intimate parts or sexual conduct without the depicted person's effective consent

Applies only to offenses committed on or after September 1, 2025; prior offenses remain governed by former law

Passed the House 147-0 on May 6, 2025, and the Senate 31-0 on May 23, 2025
