Expands county regulatory authority from "subdivisions" to "residential development," defined as land developed for dwelling use including rental units, apartments, recreational vehicle parks, and trailer parks

Authorizes counties to regulate residential developments using the same platting requirements and procedures currently applied to subdivisions under Chapter 232 of the Local Government Code

Repeals Section 232.007 of the Local Government Code

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, or September 1, 2025 if the supermajority threshold is not met
