Recognizes service members who were dishonorably discharged or separated from the U.S. armed forces or Texas military forces solely due to their sexual orientation as honorably discharged veterans under Texas state law

Applies to individuals whose military discharge records show they would have received a more favorable discharge characterization but for their sexual orientation

Lists 39 specific military separation codes (including BLC, JRA, 249-257, 586, and others) that indicate discharge based on sexual orientation, as well as any predecessor or successor codes

Entitles qualifying individuals to all state benefits, rights, privileges, and immunities available to honorably discharged veterans in Texas

Requires state agencies and officers to accept "Service 2 Copy" or "Member 4 Copy" versions of DD Form 214 as proof of qualifying discharge status, effective September 1, 2025
