Authorizes Texas municipalities to deliver zoning change notices electronically (via email or text message) as an alternative to U.S. mail for public hearings on zoning classification changes

Requires municipalities to establish an online portal on their website where property owners can opt-in to receive electronic notices and manage their notification preferences

Electronic delivery is only permitted if the recipient has elected to receive notices electronically; municipalities must request acknowledgment of receipt for electronic notices

If a recipient does not acknowledge receipt of an electronic notice, the municipality must deliver the notice through traditional mail as otherwise required by law

Passed the House 139-0 on May 12, 2025 and the Senate 31-0 on May 20, 2025; takes effect immediately with two-thirds vote or September 1, 2025 otherwise
