Requires the Department of Public Safety (DPS) to select and procure a dedicated wireless broadband communications network service for first responders who are DPS employees, with statewide service availability

Mandates DPS to notify the broadband service provider and cancel network access when an employee is terminated or separates from the department

Authorizes DPS to assist non-department first responders in selecting, securing, or renewing first responder broadband network services

Requires DPS to maintain a database of first responder broadband network service providers in Texas, including service area coverage and average network availability information

Mandates an annual report due December 1 to the legislature evaluating service effectiveness, total costs, performance during emergencies (natural disasters, mass shootings, bombings), usage data by provider, and recommendations for improving communication interoperability
