Authorizes the Department of Public Safety (DPS) to verify individuals' identities by comparing facial images against the state's image verification system, but only after entering a memorandum of understanding with the requesting party

Requires identity verification requests to include a facial image of the individual, the individual's consent, and payment of a fee established by DPS to cover direct and indirect costs of the verification system

DPS retains discretion to refuse any identity verification request for any reason

All information submitted for identity verification, including images and personal identifying information, is confidential and must be destroyed after the verification is completed or refused

Fees collected under this section go to a special general revenue fund account for DPS administration, and DPS may contract with private vendors to process verification requests; rules must be adopted by December 1, 2025, with the act taking effect September 1, 2025
