Consolidates multiple Texas emissions reduction programs into a restructured Texas Clean Fleet Program under Chapter 392, combining the natural gas vehicle grant program, alternative fueling facilities program, seaport and rail yard emissions reduction program, and hydrogen infrastructure grant program into one chapter

Eliminates several standalone programs as separate chapters, including the Texas Alternative Fueling Facilities Program (Chapter 393), Texas Natural Gas Vehicle Grant Program (Chapter 394), seaport and rail yard areas emissions reduction program (Subchapter D-1), and Texas hydrogen infrastructure grant program (Subchapter G)

Reallocates funding within the Texas Clean Fleet Program: 28% for natural gas vehicles, 22.5% for seaport and rail yard projects, 18.5% for large fleet programs, 17.5% for hydrogen infrastructure/vehicles/equipment, and 13.5% for alternative fueling facilities

Increases the overall allocation to the Texas Clean Fleet Program from 5% to 27% of emissions reduction plan funds, while reducing the new technology implementation grant program allocation from 8% to 3%

Establishes eligibility for used alternative fuel vehicles (model year 2017 or later, not more than six years old) to qualify for grants under the program, in addition to new vehicles
