Expands the Texas Opioid Abatement Fund Council from 13 to 14 members by adding a new position

Creates a new voting member position for a person with lived experience in substance use recovery, appointed by the Behavioral Health Advisory Committee established by the Health and Human Services Commission

Maintains existing council composition including six regional members from academia/medicine, four health care professionals, two hospital district employees, one law enforcement member, and the comptroller as nonvoting presiding officer

Takes effect September 1, 2025
