Requires primary elections for statewide executive offices and state/federal legislative offices to use preferential voting (ranked-choice voting), where voters rank candidates from most to least favored

Excludes presidential and vice-presidential primary elections from the preferential voting requirement unless mandated by federal law

Allows municipal governing bodies to authorize preferential voting for local officer elections by majority vote

Eliminates runoff elections for offices using preferential voting; instead, votes from the candidate with fewest first-choice votes are redistributed to voters' next preferences until one candidate achieves a majority

Requires the Secretary of State to prescribe voting procedures by December 31, 2026, conduct statewide voter education, develop election official training materials, and submit an effectiveness study to the legislature by December 31, 2029
