Authorizes ophthalmologists to dispense commercially sealed and packaged nonsystemic dangerous drugs in drop or ointment form directly to their patients for initial, post-examination, post-procedural, or emergent ophthalmic treatment

Allows ophthalmologists to charge and receive reimbursement for stocking, storing, and labeling dispensed drugs without obtaining a pharmacy license under Chapter 558

Requires ophthalmologists who dispense these drugs to comply with all applicable labeling provisions and ensure compliance with packaging and recordkeeping requirements for that class of drugs

Amends multiple sections of the Occupations Code to create exceptions for ophthalmologist drug dispensing alongside existing exceptions for certain physician practices

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
